CAA releases update on work of GA unit

Following its presentation on the Sunday of this year’s AeroExpo at Sywell, the CAA has released an update from its GA Unit, covering the changes to UK regulation so far.
The changes include exemptions to the Air Navigation Order and Information Notice IN 2014-091 to deregulate all single seat microlight aeroplanes up to 300kg MTOM. It has also begun issuing new approval certificates to allow maintenance and continuing
airworthiness management organisations to list categories of non complex aircraft, rather than individual types, saving up to £1,600 on the cost of adding a additional aircraft type. This follows the recent permission to enable Light Aircraft Association (LAA) to conduct a night/IFR Flight Test evaluation programme. The CAA has stated this will enable full certification from the end of 2014.
On 30 May a consultation was opened on the GA Policy Framework, setting out a proposed approach to delivering commitments on GA regulation. According to the Unit, the GA Policy Framework ensure that the changes it is delivering in a better and more proportionate approach to the regulation of GA are permanently embedded within the culture of the CAA and Whitehall. The CAA has agreed with the Department for Transport that together it will complete a review of all Air Navigation Order provisions relating to GA with a commitment to consult on specific deregulatory proposals, with a proposal starting in June 2014 to set out a range of options and engage with the GA community to provide challenge and rigour to the review.
The Authority has also said it will also challenge and actively support the European Aviation Safety Agency as it works on its recently announced commitment to deliver ‘Simpler, lighter, better rules for General Aviation’.
Projects next in the GA Unit’s scheme of work include further engagement with EASA and removal of overflight restrictions of gyroplanes.
