The GA Red Tape Challenge (RTC) ran in Spring 2013, and resulted in nearly 500 responses identifying both need for a change in the culture of how GA is regulated, and highlighting many areas where specific improvements are needed.
In its response to the GA Red Tape Challenge the CAA agreed with this need for changes to regulation. As well as reviewing specific regulations challenged in the RTC, the CAA has announced a new internal unit, in recognition of the fact that regulation appropriate to commercial aviation is often disproportionate when applied to GA.
The Government also appointed an independent Challenge Panel comprising industry representatives: Laurence Price (Chair); Edward Bellamy; Amanda Campbell; Julian Scarfe; Pete Stratten; and Chris Thomas. The Panel was asked to carry out a number of tests and critiques of the CAA’s programme for GA reform.
The Panel’s Interim Report and its initial findings have now been published, with 53 recommendations to the CAA. The document can be viewed <a href=’https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/276478/GA-challenge-panel-interim-report.pdf’ target=’_blank’>here.</a>
The final report will be sent to Government Ministers by the end of April 2014.
